Clearance

  1. Frequency
    1. Salt Lake City Clearance: 127.300
  2. Procedures
    1. All IFR aircraft will be issued a Pre-Departure Clearance (PDC), unless the pilot refuses the method of delivery. ATC is to issue the PDC the moment the clearance is available; do not wait until a pilot requests their clearance.
      1. If communication with the pilot is required to gather more information prior to issuing a PDC, that pilot must be sent a notification via the .TNOPDC command.
    2. When appropriate, inform pilots of the current ATIS information prior to contacting ground control.
    3. All Jet-Turbine aircraft on a Departure Procedure must be issued “Maintain 230kts” in their initial departure clearance.
      Note-This information is automatically sent when a PDC is issued.
  3. IFR Routing
    1. Initial Altitude: 10,000.
    2. Route all IFR departures on an approved SID appropriate for their route of flight. Aircraft unable/refusing to accept a SID will be assigned radar vectors.
      1. South Operations
        • N to E departures issue RUGGD SID. Issue SLC SID for Non-RNAV aircraft.
        • SE to SW departures issue ZIONZ SID. Issue FFU SID for Non-RNAV aircraft.
        • SW to W departures issue DEZRT SID. Issue SLC SID for Non-RNAV aircraft.
        • NW departures issue CGULL SID. Issue SLC SID for Non-RNAV aircraft.
        • Issue SLC SID to local IFR aircraft.
      2. North Operations
        • N to E departures issue RUGGD SID. Issue SLC SID for Non-RNAV aircraft.
        • S to SW departures issue ARCHZ SID. Issue SEVYR SID for Non-RNAV aircraft.
        • SE departures issue SLC SID.
        • SW to W departures issue DEZRT SID. Issue SLC SID for Non-RNAV aircraft.
        • NW departures issue CGULL SID. Issue SLC SID for Non-RNAV aircraft.
        • Issue SLC SID to local IFR aircraft.
    3. If a pilot cannot accept a departure procedure, issue the following headings for radar vectors to their route, per their departure runway:
      • Runway 16L/R, 17, 14 – Heading 160
      • Runway 34L/R, 35, 32 – Heading 340
  4. Standard Departure Frequencies
    1. When appropriate, issue the following frequencies to IFR aircraft, per their assigned DPs:
      • ARCHZ-128.1 (Stockton Sector)
      • CGULL-126.25 (Gunnison Sector)
      • DEZRT-126.25 (Gunnison Sector)
      • FFU-128.6 (Jordan Sector)
      • RUGGD-135.5 (Lake Sector)
      • SLC-128.6 (Jordan Sector)
      • SEVYR-128.1 (Stockton Sector)
      • ZIONZ-128.6 (Jordan Sector)
    2. When appropriate, issue the following frequencies to VFR aircraft requiring radar services after departure, per direction of flight:
      • Northbound: Salt Lake City Approach (Lake Sector) 135.5
      • Southbound: Salt Lake City Approach (Jordan Sector) 128.6
  5. VFR Routing
    1. Aircraft requesting closed traffic, issue a clearance to enter Bravo airspace and assign an altitude at or below 5,500.
    2. All departures shall receive an explicit clearance out of the Bravo airspace.
    3. If appropriate, the Clearance Delivery controller may advise the pilot of the Published VFR transition they are expected to be routed.
    4. Assign an altitude of 5,000′ to helicopters departing eastbound or south/north over I-15. After read back of clearance, instruct the helicopter to contact the appropriate Tower controller prior to departure.
    5. Assign an altitude of 5,500′ to all Category I, II, and III (turboprop) aircraft.
    6. Assign an altitude of 8,500′ to all Category III (turbojet) aircraft.

Ground

  1. Frequency
    1. Salt Lake City Ground (Ground West): 123.775
    2. Salt Lake City Ground (Ground East): 121.900
  2. Airspace
    1. Ground West: All taxiways between Runway 16R/34L and 16L/34R.
    2. Ground East: All taxiways east of Runway 17/35.
  3. Procedures
    1. All aircraft will be in compliance with ASDE procedures by squawking Mode C while on any movement area and prior to issuing taxi instructions.
  4. Departures
    1. All aircraft requiring pushback onto the movement area will contact ground prior to pushback and start-up. Aircraft parked on the far east side of Concourse A and B may require pushback onto H (Hotel) Taxiway.
    2. All aircraft will contact ground with an accurate ground position report with ATIS prior to being issued taxi instructions.
    3. During periods of high volumes of traffic, the published Standard Runway Assignments may be used to expedite the flow of departures.
    4. Standard Runway Assignments
      1. South Operations
        1. Runway 16L: ZIONZ, SLC (S), FFU
        2. Runway 16R: CGULL, DEZRT, RUGGD, SLC (N/E/W)
        3. Runway 17: Pattern Work
      2. North Operations
        1. Runway 34L: ARCHZ, CGULL, DEZRT, SLC (S, W), SEVYR
        2. Runway 34R: RUGGD, SLC (N, E)
        3. Runway 35: Pattern Work
    5. Aircraft departing Runway 32 will be instructed to hold short of Runway 35 and contact tower.
  5. Arrivals
    1. All aircraft will remain on ground frequency until off the movement area.

Local

  1. Frequency
    1. Salt Lake City Tower (Local West): 132.650
    2. Salt Lake City Tower (Local Center): 119.050
    3. Salt Lake City Tower (Local East/VFR) 118.300
  2. Airspace
    1. Local West: Runway 16R/34L and airspace as depicted on sector file.
    2. Local Center: Runway 16L/34R and airspace as depicted on sector file.
      Also is responsible for the taxiways between runways 16L/34R and 17/35.
    3. Local East: Runway 17/35, 14/32, and airspace as depicted on sector file.
  3. Procedures
    1. Runway operations
      1. Use runway 16L/R, 17, 14 (South) during calm wind operations.
      2. Use runway 34L/R, 35, 32 (North) when tailwind component exceeds 5 knots (click here for a wind component calculator) use controller judgment and consideration based on factors such as current wind component, traffic volume and type, and TAF data, staffing levels, operational advantages, etc… to decide if North operations are warranted.
      3. All aircraft that require to overfly the field will be instructed to maintain 6,500.
    2. LAHSO
      1. Not Authorized.
    3. Tower Use of RADAR
      1. Full RADAR capabilities are able to be simulated at this position.
  4. Departures
    1. Departure Notification / Releases
      1. Departure Notifications are not required, unless otherwise coordinated by TRACON.
      2. Departures are automatically released, unless otherwise coordinated by TRACON.
    2. IFR Departures
      1. During South Operations, assign CGULL, DEZRT, and RUGGD departures heading 280.
      2. During North Operations, assign ARCHZ, CGULL, DEZRT departures heading 280. Assign RUGGD departures heading 340.
      3. Ensure aircraft turn to assigned point/heading prior to handoff to departure.
      4. Departures that will turn west after departure during South OPS must remain over or south of Point NICHOL.
  5. Arrivals
    1. IFR Arrivals
      1. Circling procedures are not authorized.
    2. Missed Approach / Go Around
      1. Acquire the track control for the aircraft conducting a missed approach.
      2. Send A Missed Notification (.MA) for the aircraft executing an unplanned Missed Approach / Go Around to the appropriate TRACON sector that will be receiving the aircraft for re-sequencing.
      3. VFR aircraft, and/or IFR Category I / II aircraft conducting a Visual approach and executing a Go-Around must be instructed to remain in the local pattern, if capable of doing so.
      4. The following is considered Primary Climb-Out procedure and does not require any special coordination with Approach Control or Strip marking (Scratchpad entries) other than the basic Missed Notification. When applicable, assign 9000, speed 210, and issue the turn or straight-out climb as appropriate. Aircraft must not turn prior to the departure end of the runway. Handoff/Comm-Change to the appropriate TRACON sector must be completed no later than 1 mile off the departure end of the runway..
        • South Flow:
          • TURN: Heading 280, Maintain 9,000. Speed 210. Handoff to GUNNISON.
          • STRAIGHT-OUT: Heading 160, Maintain 9,000. Speed 210. Handoff to JORDAN.
        • North Flow:
          • TURN: Heading 280, Maintain 9,000. Speed 210. Handoff to GUNNISON
          • STRAIGHT-OUT: Heading 340, Maintain 9,000. Speed 210. Handoff to LAKE.
      5. In the event that alternate missed approach instructions are given, the instructions given to the pilot must be places after the Missed Notification, examples: “.MA Q1L As Published” or “.MA Q1G H295 8k 190kts”.
  6. VFR Operations
    1. General
      1. Provide radar services to all VFR aircraft within TOWER airspace with the exception of those remaining in the Pattern which receive Tower Applied Visual Separation.
      2. Provide radar services to BTF VFR arrivals/departures to/from all directions except north. SLC_APP will work BTF arrivals/departures to/from the north. Assign VFR BTF departures initial routes and altitudes consistent with SLC VFR flow..
      3. Ensure traffic “in the pattern” for Runway 17/35 remains over or west of Redwood Road, at or below 5,500.
    2. VFR Transitions
      1. I-15 Transition – Interstate that runs from north to south along east side of Salt Lake City Class B airspace from the Lagoon Amusement Park (VPLGN) to the Jordan River Temple (VPJRT)
      2. I-80 Transition – Interstate that runs from east to west along the south side of Salt Lake City International from the Garfield Stack to (VPGFS) to the I-15/I-80 Interchange (VPSLC).
      3. I-15 / I-80 Interchange – The point at which the I-15 and the I-80 intersect.
      4. Barns Transition – Route starts at the Barn (VPBRN) on Antelope Island, tracks to the approach end of Runway 16L/R, and ends at the approach end of Runway 17.
    3. VFR Departures
      1. Route VFR departures as follows:
        1. JET Aircraft are to be routed via the standard IFR traffic flow and assigned an altitude of 8500. Do not advise these aircraft of “RADAR Contact” nor verify the Mode-C response with a pilot reported altitude.
        2. WESTBOUND, South or North flow, via south over I-15 at 5500 for fixed wing aircraft and helicopters at or below 5000. Or, westbound via the barn or the I-80 transitions assigned at or below 6,000.
        3. NORTHBOUND, South or North flow, via north over I-15 at 5500 or 6000 for fixed wing and helicopters at or below 5000.
        4. SOUTHBOUND, South or North flow, via south over I-15 at 5500 or 6500 for fixed wing and helicopters at or below 5000.
        5. East – “On course” climbing to appropriate VFR altitude. Terminate radar or handoff, as appropriate.
        6. KBTF VFR Departures, assign routing that are consistent with SLC VFR Flows.
      2. Ensure Barn and I-80 departures are at or below 6,000 and shipped to departure prior to departing Tower airspace.
    4. VFR Arrivals/Overflights
      Note-TRACON will assign a Bravo clearance to all arrivals and overflights prior to communications transfer to the Tower, when it is expected that the pilot will enter the Bravo airspace
      1. Landing BTF/SLC:
        1. SOUTH or NORTH FLOW:
          1. From the North, southbound over I-15 at 6,500. LC has control for descent on contact.
            Note-LC is responsible for separation between the arrival and the lower northbound traffic.
          2. From the South, northbound over I-15 at 6,000.
        2. SOUTH FLOW:
          1. From the WEST, eastbound via “BARN” transition at 6,500.
        3. NORTH FLOW:
          1. From the WEST, eastbound via “I-80” transition at 6,500.
        4. Once clear of conflict and landing KSLC, sequence into a downwind over Redwood Road at or below 6,000.
      2. Overflights:
        1. From North transitioning Southbound, via over I-15 at 6500, 7500, or 8500.
        2. From South transitioning Northbound, via over I-15 at 6000, 7000, or 8000.
    5. VFR Flight Following
      1. Ensure all aircraft requiring flight following have the appropriate scratchpad entry prior to handoff to departure.
